Digital technologies and their use for the development of cultural heritage in Europe and Romania: Advantages and disadvantages

Abstract: The Internet and the digital applications are now part of our daily lives. Digital technologies have become essential to work, to learn, to socialize, to be able to access various products and services (for business, for entertainment, for cultural tourism, for education, for health, etc.). The evolution of new technologies has generated significant changes in all fields, which has led to an increasing awareness of the importance of the role that technological progress has in today’s economy. Similarly, technological developments have opened up new possibilities for the digitization of cultural heritage, especially for the purpose of its conservation, restoration, research, but also for the purpose of expanding the online access and for its reuse by tourists. In response to the current digital challenge, this article aims to debate the issue of the use of digital technologies in cultural tourism (at European and national level), by presenting and analyzing some recent statistics in this field. At the same time, the ways in which digital tools can contribute or not to the development of cultural heritage will be researched, in order to identify the advantages and disadvantages that may arise from the online exposure of cultural resources. In this way, the data presented will capture both the positive characteristics, but will highlight, at the same time, the existing vulnerabilities and risks, in order to be able to evaluate the consequences of technological progress in the field of cultural tourism.

Functional illiteracy: Barrier to the sustainable development of Romania – Republic of Moldova cross-border area

Abstract: Amid computer science advancements, a major problem many states deal with is, paradoxically, functional illiteracy. This phenomenon accounts for socio-educational and economic problems of contemporary society that, if unsolved, in the medium and long term, can have serious effects on the future development of societies. The prevention and fight against functional illiteracy require specialized mobilization, on multiple sectors. On the PISA 2022 performance scale, the share of students with low performance in basic skills remains high, 42% for Romania and 44.3% for the Republic of Moldova (among the highest in the European Union). If the European Union is aiming to lower the functional illiteracy rate among 15-year-olds to below 15% by 2020, Romania and the Republic of Moldova are far from such an ambitious target. Both countries are aiming to lower this rate to 25% by 2030. In this context, a large part of future generations in the two countries are functionally and socially illiterate due to the lack of primary education, which will be a catastrophe for the labour market, businesses and economy in the future. We present a brief analysis of the functional illiteracy characteristics in Romania and in the Republic of Moldova among 15-year-old students. A comparative analysis of the functional illiteracy rates of students in the two countries, considering the PISA test in the period 2006–2022, was conducted, as well as of this phenomenon’s effects on the future development of these countries, in general, and on the cross-border area, in particular.

The impact of fiscal decentralization on selected macroeconomic variables at the county level in Romania from 1999 to 2023

Abstract: In addition to the information held at the national level, regional statistics can provide extremely valuable information regarding disparities at the local level. Thus, this paper explores the impact of fiscal decentralization on some important macroeconomic parameters at the subnational level. The article uses a panel econometric model to analyze the impact of fiscal decentralization on variables such as employment, nominal salary and gross added value at the county level in Romania in the period 1999–2023. We used the method of ordinary least squares and the techniques of extrapolation, interpolation, and Granger causality. The findings reveal that fiscal decentralization can improve certain parameters, but at the same time it must comply with certain conditions for a substantial effect at the local level. Beyond the need for a certain level of responsibility and local institutional autonomy, for a relevant impact, the decentralization process also requires a better correlation between the decentralization of local expenditures and revenues and an effective prioritization of objectives.

Development of bank payment systems in the digital economy of the Republic of Moldova

Abstract: Payment systems represent an integral part of the banking industry. In the modern world, convenience is essential and because of the increasing requirements of people towards reduced costs, faster processing period, increased security, and effortless operation process, digital banking is becoming more and more popular among population, constituting already a significant component of their lives, what can be explained with 65.3% of customers using online platforms for financial management and transactions. Credit cards, e-cash, internet, mobile, QR code, and e-check payments are few examples of payment methods that a closely associated with people’s daily lives nowadays. The efficient and secure operation of payment systems is essential not only for each individual separately, but also for the economy’s financial system overall performance. Thus, using robust payment systems is essential to maintain and enhance financial stability. In recent years, there has also been a significant breakthrough in the design of payment systems, especially with regard to the development and widespread adoption of systems that use real-time gross settlement. The object of the study is the development of bank payment systems in the context of digital economy in the Republic of Moldova. The purpose of the research is the analysis of digital payment systems in the banks of the RM, pursuing the activities taken for the sustainable implementation of innovations in the field at national level, assuming the international practice.

A review of economic data on the capitalization of agricultural goods from small-scale agricultural holdings in the Kingdom of Romania after 1918

Abstract: The economic effects of the First World War included various direct and indirect dimensions. The war resulted not only in material and human loss but also in significant restructuring of economic flows and mechanisms; further displacements and reorganizations arose from the new political and economic order established post-1918. Discussing the direct impact of the war as well as the economic fallout from the 1918 Union of the historical provinces of Romania is necessary in this specific instance. Historiographically, it is important to acknowledge that the immediate repercussions of the war have frequently been examined, whereas historians have typically avoided scrutinizing the economic ramifications of the “Great Union” and have been even less inclined to regard the war’s consequences as a cost of the 1918 Union. The significant endeavors to establish a state including all Romanian historical regions during the First World War were driven by national goals and should stay untainted by secondary economic factors. Historians` inclination to attribute the negative features to the conflict while deeming the positive ones as beneficial outcomes of the “Great Union” is, however, less legitimate. Had Romanian society and political entities not truly pursued the reunification of Romanian territory in Austria-Hungary with the “Old Kingdom”, Romania would not have engaged in the war in 1916. Therefore, we consider that it is justifiable to include the economic implications of the war as integral to the comprehensive assessment of the Union of 1918.

Traditional architecture, a triggering factor for rural tourism development in Romania

Abstract: Rural tourism has been identified as one of the most attractive types of tourism among Romania’s international visitors. Furthermore, the entire context generated by the COVID-19 pandemic has led to the orientation of Romanian tourists towards remote destinations and small lodgings, located especially in rural destinations. Thus, new opportunities have been identified and capitalized upon by entrepreneurs in the hospitality sector. This paper is a research note that aims to highlight the development of a new niche on the Romanian rural tourism market. Namely, employing desk research methods, this paper focuses on identifying the destinations where new lodgings were developed making use of traditional houses, which were moved and rebuilt there. The main research question can be formulated as follows: Does rural authentic architecture contribute to the development of a qualitative offer of lodging services in rural areas, in line with the expectations of baby boomers and millennials?

Gastronomy museums as an element bringing forgotten values to light: A proposal for Sinop Province

Abstract: The main purpose of this research is to measure the gastronomy tourism potential of the province for the proposal of a gastronomy museum in Sinop. The sub-objectives of the research include designing a gastronomy museum specific to Sinop, determining the strengths of the gastronomy potential of the province, and ensuring that this potential is included among the gastronomy tour routes. At the same time, it is aimed to provide a perspective on the importance of opening a gastronomy museum in the city in terms of the sustainability of gastronomic values in Sinop. In this context, the study analyzes the gastronomic values of Sinop and how these values can be made sustainable. Within the scope of the research, the content analysis technique was used as a data collection method. The gastronomic richness of Sinop and the contribution of these richnesses to tourism potential were evaluated. In this way, it is aimed at developing strategies to increase the attractiveness of the province in terms of gastronomy tourism. As a result of these analyses, Sinop’s unique gastronomic richnesses and their contributions to tourism potential have been comprehensively evaluated. At the end of the study, strategies have been developed to increase the attractiveness of Sinop in terms of gastronomy tourism and to support sustainable tourism development. Suggestions include organizing local cuisine festivals, creating interactive and educational exhibitions within the gastronomy museum, branding local products, and increasing promotional activities. In addition, raising awareness and training local people and businesses about gastronomy and tourism are also among the suggestions. These strategies aim to maximize the gastronomy tourism potential of Sinop and contribute to the economic and cultural development of the province.

Evaluation of the rural tourism potential of a Taurus Highland: The case of Ağla, Köyceğiz

Abstract: Tourism is among the key sectors prioritised in both developed and developing countries due to its positive economic impact. However, the adverse environmental and socio-cultural impacts of mass tourism led to a growing interest in alternative forms of tourism. In this context, rural tourism, which is well suited to rural areas and offers various advantages in terms of environmental sustainability, is one of the most outstanding types of tourism. Located at an altitude of 800 meters, Ağla is a highland that maintains traditional rural characteristics in the Taurus Mountains in Türkiye. Alongside its natural beauty, Ağla stands out as an authentic rural area in Muğla due to its socio-cultural attributes dating back to ancient times. This study aims to evaluate the current status and potential of rural tourism in the Ağla Plateau in Muğla. Employing a qualitative research design, data were gathered through on-site observation and interviews. The data were subsequently analyzed using a SWOT analysis to identify strengths, weaknesses, opportunities, and threats in relation to rural tourism. The findings were assessed with a focus on sustainable rural tourism development. It has been evaluated that the limitation of rural tourism entrepreneurship of the local people is one of the weaknesses, while original cultural events, especially the Mahya festival held in Ağla Highland, have the potential to create significant opportunities for the development of rural tourism. The study was concluded with the suggestion to similar destinations and practioners who give importance the sustainable development of rural tourism. In conclusion, it is recommended to give importance to rural tourism throughout the year by eliminating infrastructure deficiency, improving transportation facilities, improving accommodation and social facilities in Ağla, Köyceğiz.

A study on measuring tourist consumers’ intentions to participate in unusual types of tourism

Abstract: Tourists who are bored with the traditional understanding of vacation have entered into new searches. As a result of these searches, new types of tourism have emerged over time. These tourism types are gathered together under the title of alternative tourism. Alternative tourism types are known as tourism types that are shaped according to the tourism understanding of individuals. For this reason, the main purpose of this study is to determine the intention of tourists participating in tourism mobility to participate in extraordinary tourism types. Within the scope of the study, ten types of tourism characterized as extraordinary are discussed. The 408 participants who constitute the sample of the study were asked questions about whether they knew these types of tourism before and their participation intentions. The data were analyzed by applying the survey technique, which is one of the quantitative research methods. In the questionnaire prepared for the participants, information was given about what these tourism types include and how they are realized. The data obtained were subjected to frequency analysis. It was determined whether the participants knew which type of tourism before and whether they would participate or not. The data obtained as a result of the research were evaluated. Considering that consumers are interested in what is new and different, some suggestions have been developed.

Tourism trends of millennial tourists

Abstract: Millennials are considered to cover individuals born between 1980-1996. This generation in literature is also described as the Internet Belt, Millennials, Echo Boomers, Generation Next, Nexters. The core values of this generation are innovation, independence, creativity, ambition and development. More egocentric than other generations, millennials are fond of brands, friends, entertainment and digital culture. Y-generation, a self-confident, educated generation, has a different perspective on business life, consumption style and social relations. In the next 10 years, millennials will make up 75% of the global workforce. It is estimated that vacation and travel will be an indispensable item for the Y generation. Therefore, it will reveal a number of opportunities for the travel and hospitality industry. There will also be differentiations in tourism trends for this generation, which prefers travel programs to have different experiences in travel and sightseeing preferences. Finally, examples of research on tourism trends among millennials (wellness tourism, camping, solo traveller, spiritual tourism and yoga vacations) were examined. This paper will contribute to literature in this subject and it can be said that this study has a quality that will lead to academic research and that it is a research that tourism sector can benefit from it.

The development of a software dedicated to solving fuzzy liniar programs

Abstract: A fuzzy linear program is a linear program in which the input parameters are mathematically modeled with fuzzy numbers. The benefit vector, the unknown vector, the constraint matrix, and the free terms vector composing a fuzzy linear program, all have fuzzy number components. The article develops algorithmic steps with which one can make a software for solving fuzzy linear programs. Even if the triangular fuzzy numbers were used in the example presented, the algorithm is valid for all polygonal fuzzy numbers. In practice elementary fuzzy numbers such as rectangular, triangular and trapezoidal fuzzy numbers can be used; the medium fuzzy numbers such as the hexagonal and octagonal fuzzy numbers or the large fuzzy numbers such as the decagonal, dodecagonal, fuzzy numbers can also be used. By using fuzzy numbers in linear programming, answers are provided to practical problems in a more realistic manner.

Methodological aspects regarding the use of triangular fuzzy numbers with associated variable indicators in decision-making

Abstract: The efficiency of the decision making process and the proper management of the situations of uncertainty require the intensification of the interdisciplinary theoretical approaches and the adaptation of methods from related fields. Uncertainty is no longer treated only as a factor that generates difficulties, but becomes an instrument in the management strategies, an opportunity for development. At the same time, the advances in the fuzzy theory allow the outline of new horizons in approaching the theoretical concepts in management, the development of existing methods and the outline of new lines of theoretical analysis. The use of fuzzy numbers with associated indicators is becoming increasingly important in developing decision making methods. In this context, the present article proposes the development of triangular fuzzy numbers with variable associated indicators and based upon specific elementary operations. Thus, a new theoretical direction for approaching the decision making processes and specific instruments is proposed, which is much closer to the practical mode, depending upon an index of uncertainty adsorption and management.

Competitiveness of the enterprise: The essence and methods of evaluation

Abstract: This article is devoted to the analysis of existing scientific approaches to the study of the concept of competitiveness. The features and problems of assessing the competitiveness of the enterprise are indicated. An analysis of the theoretical aspects of the competitiveness of enterprises was carried out; the existing approaches to assessing its competitiveness were investigated. The conceptual, systemic, integrated and functional approaches to assessing the competitiveness of an enterprise are considered. Based on a systematic approach, types of competitiveness are identified. The tasks of forming and developing a strategy to increase competitiveness are identified. The factors of creating a strategy to increase competitiveness and the main provisions of competitiveness as a factor of strategic development are identified. Actual problems related to competitiveness were described, various sets of indicators for assessing the level of enterprise competitiveness are described, a special system of methods for assessing competitiveness is considered. Along with theoretical studies of the essence of competition and competitiveness in the economic literature, the problem of a practical assessment of competitiveness is being discussed. The study of competitors and the conditions of competition is required by the enterprise primarily in order to determine what its advantages and disadvantages are compared to competitors, and to draw conclusions for developing its own successful competitive strategy and maintaining competitive advantages. According to the results of the study, it was found that using an integrated approach to assessing the level of enterprise competitiveness allows you to quickly and more objectively get a picture of the situation of the enterprise. In assessing the relevance of the competitiveness problem at the current stage of management, the authors emphasize the need for widespread use of competitiveness tools, as well as the choice of competitive strategies of an enterprise, while the most important task of managing an enterprise’s competitiveness in a market is to ensure that it is possible to achieve the necessary competitive advantages by various means and methods.

Abstract: The present study analyses one of the mitigation measures that has been proposed first under the Kyoto Protocol and what effects has it had to enhance climate action. Furthermore, we will have a look over the mechanisms that have been developed for this measure to be implemented and what legal issues have appeared. The main question that I will try to answer is if it has indeed had a positive effect and if the greenhouse gas emissions have gone down. If not, can we implement a system that by using blockchain technology we will get the wanted results? By analyzing the legal barriers of applying such a new technology I will try to determine the opportunity of such a measure and the legal frame that should exist for this to function.

“New education” and the knowledge society in the context of sustainable development

Abstract: Change in education is an objective necessity, determined by the transformations taking place in society – at a cultural, political, economic, community level, and these things must be reflected in the pedagogical plan. In spite of tensions and multiple conflicts, the priority objective of mankind is increasingly formulated in the notion of sustainable development. Education is trying to respond to the requirements of social development in two directions, that of educational content – which requires curriculum development by infusion, integration of new education and that of the philosophy of education – which concerns the orientation, sizing and rethinking of educational processes. The problems of the world in which we live: the crisis of the environment, globalization, poverty, unemployment, social failure, equality of chances, human rights, democracy have become problems of the education sciences, which have integrated them in what is called the new education. The school is to be the center of change, a change of mentality first, an equally important aspect, but harder to solve than the economic change and reconstruction and the institutions of democracy. The new generation must not only be educated to adapt to the new, but also to anticipate change, to accept it and to actively participate in the process, thus contributing to the construction of the future. The specificity of our world is that it is changing faster and that it puts us in the face of original, unforeseeable and even unpredictable situations.

Using second generation wiki-platform in the development of online economic applications

Abstract: Concept of Web 2.0, also “Participatory Web” or “Social Web”, is known since 2004. The main characteristics of Web 2.0 are wide participation of users in creation of the site content, and great interoperability, i.e., compatibility with other systems. The work discusses the essential aspects of implementation of online economic applications under XWiki. XWiki is a second generation Wiki system with all main features from Web 2.0. We take as an example an application that provides online audit and econometric calculations over the user’s data on a specific enterprise (micro-economic analysis of gender equality on labour market). Calculations include data grouping, statistics, extended Mincer’s equation, Duncan index of dissimilarity, the Oaxaca-Blinder decomposition.

Experience implementing social investment projects supported by the World Bank

Abstract: The World Bank is an international financial organization established to provide financial and technical assistance to developing or low-income countries. The organization aims to promote sustainable globalization in the interests of all segments of the population, reduce poverty, accelerate economic growth without harming the environment, and create new opportunities forpeople to live fulfilling lives. Throughout its history, the World Bank has been a fairly serious investor in the economies of developing countries, financially supporting a wide range of industries and programs. The Bank focuses on poverty, food supply, agriculture, health, education, environmental problems, and other initiatives. Despite certain successes achieved by the Bank in the implementation of its social programs and projects, its activities are often criticized as ineffective or aimed at supporting countries that do not really need this support. In addition, the World Bank exerts enormous influence over the economies of developing countries through loan conditions, advisory services, technical assistance and policy blueprints, which have similarly been criticized by civil society, academics, and developing country governments. Since the early 2000s, Moldova, the poorest country in Europe, has made significant progress in achieving inclusive growth, averaging 5% annually and reducing poverty from 26% in 2007 to 11% in 2014. During the 26 years of cooperation between the World Bank and the Republic of Moldova, a number of projects in the social-economic fields were launched and successfully implemented, which brought Moldova to a completely different level of development.

Business management strategies in crisis

Abstract: In different concepts, the crisis management is treated as a situation of preventing the insolvency or of managing the company in risk situations. The anti-crisis management is a component part of the management, oriented towards the management of the vulnerability of the company, which consists of several stages, among them are: management during the absence of crisis, identification of the crisis and management of the company during the pre-crisis period, management of the company during the crisis period the management itself during the restoration period. Considering that the company needs a post-crisis strategy. The management as a management system under the market conditions ensures the orientation of the company towards meeting the needs of the market, towards the demands of potential consumers, the organization of those types of activities, which are able to bring the enterprise an efficient result, to prevent or liquidate crisis situations in business. Anti-crisis within the company represents an operating system of measures to reform the entire management system with the identification of probable risks, being a vital method under the current conditions. We mention that the crises in the activity of the enterprise are an objective reality, we suppose that they reflect the inconsistency of the development rhythms of the enterprises with the need to change the development trajectory under the influence of the macrocycles. The cause of the financial crisis in companies is characterized by the non-compliance of the financial-economic characteristics with the parameters of the external environment, which in turn leads to the choice of an incorrect strategy, the inadequate organization of the business and as a result, the poor adaptation to the market requirements. It is assumed that the crisis situations are positive and contribute to the formation of the tools to announce the occurrence of the “weak point” and to develop a “new development stage”. Therefore, the emergence of crises in the activity of the company is one of the conditions for its progressive growth and its renewal.

Relevant elements evolving in mountain tourism

Abstract: Tourism is the most dynamic area in the tertiary sector of services. It also includes elements of novelty, paradigm shifts and repositions of stakeholders in a very rapid evolution. This is the reason why we set ourselves on resuming ideas formulated in the last 5–10 years and watching how things have evolved in well-established basins. A survey was made of the mountain area of Neamț County and a recent diagnosis was made: investments in accommodation, public catering, community events, the impact of developments in sectors involved in chains (the value chain and the supply chain), how they evolve the agri-pastoral sector as a tourism provider, etc. Interpretations and recommendations have been made in the context of the concept of “Innovation in Services” (supported by the European Commission) 4,5 and “Mountains in the Horizon 2020” (Euromontana Convention Initiative) 6. The center of gravity of the paper is to explore the application of regenerative design for regenerative development.

Air pollution in the context of circular economy in Siret-Prut-Nistru Euroregion

Abstract: As compared with other current societal, economic and political issues, environmental issues have long been neglected. In the context of the need for major changes, the circular economy can be a solution for changing the economic paradigm as well as a response to the reduction of air pollution. Health in the context of lucrative human activities is still second, but the solution could easily come through the transition to the circular model by providing clean air. The European Union has set itself the goal of achieving specific levels of air quality improvement, by reducing risks to the environment and human health since the 1970s, integrating more and more environmental protection requirements into European policies. Thus, the present article tackles the sensitive issue of the air quality by revising the latest EU legislation in the matter, also linking it to a brief analysis of the air pollution in Siret-Prut-Nistru Eurozone (the part that belongs to the Republic of Moldova), and its connection with a series of economic and the health status of the population indicators in the period 2008 2017.

Globalization effects on economic and social development of Siret-Prut-Nistru Euroregion

Abstract: At world level, the globalization process has undergone through different stages, existing visible contrasts between different geographical areas within the same country. Globalization is a complex, multifunctional phenomenon which consists of a wide range of socialhuman activities beginning with the internal market to the global one, with the economic and political dimension to the social one, with the internal right to the international rights and relationships, national-state sovereignty to globalization. In the year 2002 there got formed the euro-region “Siret-Prut-Nistru” including 18 districts from the Republic of Moldova and the counties of Iași and Vaslui from Romania. The partners of both countries have taken responsibility in terms of common European values such as economic and social development, democracy, promotion of cultural values and security insurance in this area. The euro-region strategy comprises developing directions of this one – economic, community development, localities’ infrastructure development and environment protection for the next 15 years, respectively. In this context, the globalization level can be appreciated in terms of territorial subsystems are open and they provide access to those involved in as a whole.

Analysis of gender quotas implementation for women empowerment: EU’s and Republic of Moldova’s experience

Abstract: Promoting gender equality and women empowerment has been one of the Millennium Development Goals of United Nations that nearly all world countries committed to achieve by 2015, including EU countries and Republic of Moldova. The slow progress towards this goal made it remain part of the UN agenda for the next 15 years. Due to that, it became necessary to analyze how an instrument like gender quotas can be used as some sort of last resort in this context in EU countries and in the Republic of Moldova. The purpose of the research is to analyze the experience of EU countries and Republic of Moldova on gender quotas as a tool for women empowerment and to see the opinions of employers and employees from Moldova on gender quotas. The research methods applied in the research include: legal analysis, induction and statistical analysis. The results of the survey on the opinions on gender quotas have shown that the views on gender quotas are mostly negative. Employers, even though recognizing their potential utility, have a pronounced reticence towards them, while opinions of employees were divided: some were optimistic and supported the idea, while others were sceptical that gender quotas have some potential for women empowerment and others pointed to other areas, like education, towards which more attention is needed for women empowerment.

Abstract: The industrial revolutions have generated a lot of progress in production, distribution and service systems. New developments in sales, service, and manufacturing have been achieved due to the significant changes in the information technologies and the synergy brought by European integration. These advances have increased productivity and have greatly improved the industrial background. In recent years, production companies and service structures have faced significant encounters because of the need to coordinate and implement innovative models such as social networks, the Industrial Internet, Integrated Systems (Cyber-Physical Systems), robotics, cybersecurity, data analysis, artificial intelligence, and cloud computing. These new technologies, fused in the term Industry 4.0, declared by the German government as one of the basic advantages for the economic growth strategy, have led to the expansion of the revolution in production and information technology. In consequence, Industry 4.0 is characterized by superior production systems, new communication, sales, and service models. On the other hand, the principles for assessing the transformations in Industry 4.0 are still unreliable, and the structured and systemic application of these technologies in national economies for many countries is not fully achieved. In this study, we propose to examine the conceptual framework of industrial ecosystems as a new concept of development and economic growth within the Industry 4.0’ achievements.

Features of tourism development at the present stage

Abstract: The relevance of this topic is determined by the fact that today, in many countries of the world, the tourism industry, which includes a number of industries such as transport, communications, hotels, banks and other areas and has a high investment multiplier, is developing rapidly. The tourism business, being the leading direction of the socio-economic, cultural and political activities of the Republic of Moldova, is becoming a sector of the economy, allowing to receive high incomes. The main economic functions of the tourism industry are expressed in the additional demand for investment, new strategies and technologies for managing financial resources. In addition, the creation of infrastructure, new jobs, an increase in government revenues, and the inflow of foreign currency are being stimulated. It is based on a complex system of relations between suppliers and consumers of relevant services, between travel agencies and their competitors, as well as between business partners. The organization of activities of travel companies provide for the sequence of such stages as: the choice of a market niche; development of a tourist product; determination of the volume of services provided; improving pricing; expanding advertising and research; attraction of investments; interaction with other companies and government agencies. The importance of tourism for the economy of any country is analyzed from the standpoint of its relative share in the global volume, as well as the importance of tourist activities for the economy of each individual direction. At the same time, despite the significant potential, Moldova belongs to the region with untapped opportunities for the development of tourism. In this regard, the article discusses the problems of the growing role of tourism in the country’s economy, the possibilities and prospects for the development of tourism in the country, the key importance of the area of accommodation, as well as incentives from the state to develop this sphere.

Circular economy, a new model of the European Union: New measures and objectives in recycling

Abstract: This article presents cosiderations on the concept and model of circular economy, starting from the positive approach of the European Commission according to which the circular economy represents a fundamental transformation to the current consumerist model that prevails in the European Union and in most other developed economies. In the mean time presented are the measures and rules proposed by the European Commission in 2018 to achieve the new waste recycling and waste management objectives in the circular economy that implicitly change the behavior of businesses and consumers. For the first time, the Member States of the European Union will be obliged to follow a single and common legislative framework. The European Commission estimates that the full adoption of a circular economy model could save 1,800 billion euros for the European Union economy by 2030.

Abstract: Republic of Croatia daily seeks to reform the entire socio-economic system according to the criteria and achievements of highly developed countries and it is impossible to ignore their achievements in the field of tourism as well. The development of tourism in the Republic of Croatia should enable revitalization and long-term improvement of the competitive advantages of the entire country/state. The issues of this scientific work is to determine the specificity of effective strategic management for developing special forms of tourism on the continent of the Republic of Croatia. The aim of this paper is to present reference points based on which the scientific knowledge in practical terms will contribute to the concrete improvement of tourism resource management in the tourism insufficiently developed areas of the Republic of Croatia, and thus the intensification of the overall social and economic development. Microfinance, financial network and globalization

Abstract: Microfinance is increasingly the most accessible form of financing for those in need of funding (over 95% of small and medium-sized firms at European level). Microfinance to reach direct beneficiaries must use financial networks. Network risk, (RRT), takes on concrete forms of action, manifestation, forms usually determined by network characteristics that are affected by decoupling, distortion, phasing out, distortion, debilitating the strength of a financial network feature. Obviously, these forms refer to the radiant impact of the institutional characteristic of the network, embodied in norms, bodies, rules, structures, etc. on the interactive features of the network. The institutional grid of the network is the force, the ability of the network’s interactive feature to negatively influence the performance of the components. Based on these considerations, the global financial network risk must be assessed in the current context of the financial networking functionality challenges.

Long-term migration from Republic of Moldova and Romania

Abstract: This article analyses the main trends and dimensions of long-term migration in the Republic of Moldova and Romania over the past three decades. The main destination for both the population of the Republic of Moldova and the population of Romania are Germany, Italy, Spain, Portugal, France, Great Britain, Canada and the USA. At the same time, very important migratory flows from the Republic of Moldova were directed to the Russian Federation, Ukraine and Czech Republic, while the population of Romania migrated with higher intensity to Hungary, Austria and Belgium. The comparative study shows that the largest flow of migrants in Romania was in 2007, the year of joining to the UE. The number of migrants was over 550 thousand and the emigration rate was 26‰. In the case of the Republic of Moldova, the emigration intensity was particularly high during 2007–2011, the emigration rate being of 15‰–18‰. Specifically to both countries are the negative net rate during the analyzed period. The results of the study show that the population loss for Republic of Moldova are higher than for Romania.

Economic growth modeling under government policy uncertainty

Abstract: In this paper a stochastic approach to the economic growth modeling, influenced by government expenditure, is proposed. Economic growth optimal control problem formulation in a stochastic form is concerned. Equilibrium growth rate was obtained using the stochastic maximum principle following new approach to the optimal control stochastic problem solution, in which the stochastic dynamic programming formulation takes the form of the maximum principle. This approach was applied to the solution of the stochastic optimal growth problem of how government policy, especially as far as corruption is concerned, influences economic growth.

Causes that led to an inadequate implementation rate of the urban development projects in the North-West Region of Romania between 2007–2013 and the objectives set for 2014–2020

Abstract: Starting from local and urban development concepts, cities become competitive through the implementation of large-scale projects that are financially supported by regional operational programs. The present study proposes an analysis of the inadequate implementation rate of urban development projects, highlighting the main problems encountered with the implementation and development of these types of regional projects for the Regional Operational Program 2007–2013, taking into account the data provided by the regional bodies regarding some counties in the NorthWest region of Romania. Thus, the problems identified during the implementation of the projects are highlighted, problems generating the main effects on the inadequate pace of adoption of the projects, for which, for the period 2014–2020, the authors, as recommendations, propose solutions to accelerate the rate of implementation of future regional projects.

Romania’s business environment from the viewpoint of the entrepreneurs in SMEs

Abstract: The comparative analyses from the Eurobarometer 2000–2012 data bases dedicated to entrepreneurship at the level of the European Union member states and of the United States of America highlight that the three main obstacles in starting up a new business are the lack of financial support, the complexity of administrative procedures and the lack of information. But which is the situation for Romania? The purpose of the paper is to investigate the perceptions of the entrepreneurs from small- and medium-sized enterprises (SMEs) from Romania regarding the business environment. From the methodological viewpoint, the paper is based on secondary analyses of data provided by the databases of the White Charter of SMEs 2004–2018 published by the National Council of Small- and Medium-Sized Enterprises from Romania. The paper consists of four parts: perceptions about the evolution of the business environment in Romania, business opportunities accessible to SMEs from Romania for the current year, major difficulties faced by the SMEs in Romania, and the main contextual developments with negative influence on the activity of SMEs. The business environment 2004–2018 was evaluated by managers from SMEs as preponderantly hindering for business development. The economic environment evolved during the current year also hampering regarding businesses’ support. The evolution of the economic environment in the subsequent year is preponderantly neutral. The first three business opportunities available to SMEs in the current year were: the increase of demand on the domestic market, the assimilation of new products and the penetration on new markets. The first three major difficulties faced by the SMEs in our country are: excessive taxation, red tape, and the decrease in domestic demand. The first three elements of contextual evolution with negative influences on SMEs are: the evolution of the legal framework, excessive bureaucracy and the world economic crisis.

Social research and fuzzy logic: The analysis of industrial district

Abstract: The aim of this work is to analyze the social and economic development in Italy and the role of industrial districts. This work describes the Italian model of industrial districts and the method to locate the presence of an industrial district in the region. The presence of small and medium-sized firms in the area often give rise to complex organizations based on cooperation and competition between them. In this work, Fuzzy logic is used as a methodological instrument to offer a view over Italian industrial districts. Given that Fuzzy logic recognizes more than simple true and false values, propositions can be represented with degrees of truth and falsehood. Fuzzy logic can be considered as a an equivalent of the fuzzy set theory: we can define social phenomena in terms of degrees of belonging to a homogeneous set of phenomena. This paper presents a method to identify clusters according to a Fuzzy logic; the perspective is sociological. Furthermore, In this paper, a method of study is proposed in practical terms with the sociological aspects of interpretation.

Semiotic foray into the mountain rural tourism

Abstract: Rural mountain tourism development occurs on the bases of skyrocketing complexity: tenderers increase competition, increase consumer requirement, intensifie investment, increase professionalism, promotion is more aggressive and ingenious, etc. It becomes increasingly obvious that the cultural development equation of a mountainous areas occupy extensive and consistent elements waiting to be harnessed. Studies related to the creation of concepts and measurement and interpretation of their relevance and impact must generate new solutions and new forms of approach that includes all stakeholders. If we consider communication support between them, we find that the scope of the problem of rapidly expanding fields including cultural, commercial, educational, mobility, health, etc. Justification attribute “smart” associated to tourism area include necessarily its integration and framing into semiotic area. It is what we propose in this paper: to draw attention and to provoke a debate on rural mountain tourism semiotics for a more complete interpretation of verbal and nonverbal language used between stakeholders and decision makers. The topic opens new horizons that turns into new opportunities and new approaches to strategic and tactical considerations which will be finalized in cash and noncash balances in particular and overall balances.

IFRS adoption in Romania and the importance of auditor size

Abstract: The recent accounting regulations in Romania have made mandatory the use of IFRS in the individual financial statements of the companies listed on stock exchange. The aim of this study is to see to what extent the figures in the statements have been influenced by this new enforcement. We have studied the companies affected by this regulation and publicly traded on the Bucharest Stock Exchange. Our findings showed that, on average, Romanian companies did not comply with IFRS practices, as they prefer the practices that do not differ from national regulation. Moreover, the study has shown that the companies audited by a Big 4 have adopted practices closer to the Anglo Saxon accounting system.

Sustainable development through growth poles

Abstract: Propagation of growth and economic power at a global level demands for a collective management of the economic problems, this being, in the authors’ opinion, the most reliable mechanism to approach the issues and challenges brought along by a global multipolar economy. The distribution of the economy growth starts to be a reality at a global level, so that the dominant economic influence of a single country is no longer a reality. The growth of emergent economies turns to advantage the purports of a globalism which increasingly relies on growth and development poles. The global economy has never seen before such large-scale developments. Along the history of economy and economic thinking, the economic power paradigms have been designed and redesigned in terms of the rise and fall of the growth poles with the highest capacity to lead the global growth, and energize other countrieswith their international commercial and financial activity. This paper aimed to highlight, in the economic integration process, the growth poles in the local and regional economies, as well as certain important economies seen as growth poles for the global economy.

Social malfunctions at the European level

Abstract: For most countries, social policy is a use of political power on the economic system, with the purpose of achieving certain results based on other values than those determined by the forces of the free market; as such, it is deemed to be at the heart of the ideological rift between left and right wing politics. Initially, the European social model was based on the ‘welfare’ rule; the current European social model and future models are more complex, due to difficulties both at an European and at a national level. The greatest achievement of the European Economic Community refers to the fact that E.U citizens are entitled entitled to freedom of employment and movement across the European Union. We note that often times, this freedom creates disturbances on the labor market. Free movement of labor from one area to another, from one country to another can generate imbalances in the unemployment rate. Due to the enlargement integration process of the E.U., Central and Eastern Europe need to manage social disruptions between national social policies. The European Union is going through a crisis because of the lack of credibility and confidence of European citizens in Community institutions, which led to the deepening division of European citizens on solving common European problems. As such, there is a tendency for some highly developed Member states to take a new approach towards globalization, given that euroscepticism and populism has increased among political parties; the crisis is deepened by the Syrian refugee crisis and terrorism threats. Since the Treaty of Rome (1957) was signed, all the way to the Lisbon Treaty (2007), the European Union has made significant progress on the path of economic integration; as a novelty, as the Lisbon Treaty stipulated in art. 50, a member even choose to withdraw from the European Union.

Abstract: This paper evaluates the perceived impacts of the informal economy on registered business in the “hotels and restaurants” sector and identifies the characteristics of firms that perceive informal practices as the biggest obstacle faced in their activity. Reporting data from the Business Environment and Enterprise Performance Surveys conducted by the World Bank and the European Bank for Reconstruction and Development in 11 countries in Eastern Europe in 2013, the finding is that registered firms in the “hotels and restaurant” sector perceive informal practices as a bigger obstacle in their activity compared with firms in other sectors. Medium sized companies are less likely to consider the informal sector as the biggest obstacle faced in their activity, whilst a lack of subsidies reduces the likelihood of considering the informal sector as the biggest obstacle for the firm. The implications of the findings are then explored.

Implications of improving the quality of training human services agritourists in Southeast Romania

Abstract: Reforms the last decades have changed practically all spheres of life and the activity of the rural population. A handy solution was offered the allocation by the European Social Fund, funds to train and retrain the trades, tourism and agrotourism. This research aims to identify the effects generated by investment in staff training, which is reflected in the quality of services offered by agritourism.

Current challenges in rural finance

Abstract: From assessing the financing classical rural and evaluating the current situation of financing the rural world, we can say that in introducing and witnessing the intervention of certain persons to the goal of fateful building a facility for microfinance mechanism to facilitate sustainable access of rural entrepreneurs to sources of funding in a systematic and comprehensive manner, and that leads us to the development of perspective microfinance in rural areas. Microfinance solutions for small entrepreneurs (SMEs and microenterprises) in rural areas and outskirts of small towns, must be accompanied by an integrated package of support services microfinance (financial counseling, consulting and design services, care management throughout each project developed and co-financed from European funds, special assistance value chain, etc.) is a first process of the whole mechanism microfinance locally. Through this paper we try, besides a brief assessment of past rural credit, to bring to the fore the current mechanisms microfinance tailored to the current phenomenon of accelerated growth relative and absolute poverty agradului the countryside. Romania currently has over 2.5 million subsistence farms (rural households) and financialy excluded 5.5 million (the majority share of rural areas).

Development factors of the agritourism farm offer in Poland: Wielkopolska region case study

Abstract: The paper presents the development factors which determine forms of leisure and recreational services on agritourism farms. Author shows similarities in terms of leisure and includes farms of the same type due to attractiveness and type of services. The practical purpose of the research is the use of the results to tourism activities in the economy of the region Wielkopolska. The data source is a questionnaire survey on agritourism farm owners in Wielkopolska voivodship and their potential customers. The methodology is based on a standardized interview among farm owners (218 questionnaires) and a diagnostic survey to potential guests (100 questionnaires). The dissertation contains also an analysis of secondary data source and an analysis of scientific and statistical documents, based on Polish and foreign sources. The analysis characterizes recreational offer and services, identifies factors and conditions for their development in the context of sport and leisure. It was found that the supply of agritourism farm activities in Wielkopolska is very diverse. These are offers of services above all such as horseriding. The diversity of recreational activities allows to classify agritourism farms in Wielkopolska in certain types, that is to say: recreational and sports tourism farms; health and food tourism farms; natural and ecotourism farms; educational and entertainment farms. However the terms and factors, such an attractiveness and potential of environment are very different for farms and areas, their development (tourism function) is uneven in the region. The offer is almost converging with the notions of potential customers but currently most agricultural sectors are in crisis. Based on the analysis it is possible to create the product brand for regional agritourism which will be formed on health and physical activity. The best way seems to be the collaboration of farms with other science and economic organisations to create a cooperative network. However, all this requires a financial and institutional support at a local and regional level.

Computational intelligence in environmental changes detection

Abstract: Changes detection is helpful in determining strategies for natural resources management, environment monitoring, for urban development politics and also for natural disasters resilience and mitigation. Changes detection and monitoring involve the analysis of multi temporal data of different types, obtained from different sources, including common databases, aerial or satellite images and old printed topographical maps. In populated areas, the changes are easily observed and analyzed, but for inaccessible areas, like forested mountain areas, the automatic analysis based on remote sensing imagery is required. Also, some features of the land, like type of soil, land cover type or humidity, are not perceptible by the human eye, so, multispectral images must be used for an accurate analysis of the studied area. In this paper we propose a strategy for environmental changes detection based on multispectral images.

Entrepreneurial potentialities in Europe: Italy in comparison to other countries

Abstract: Entrepreneurship is an important driver of development, employment and productivity. Economic system in modern and developped countries is founded on a dynamic “entrepreneurial system”, where innovation plays the role of main driver of economy and society. First part of the paper intends to analyze the structure of REDI index elaborated by a team of experts for measuring entrepreneurship in 125 macro-regions of European Union. This index has the objective of capturing differences in the quality of entrepreneurial activity, taking in account the different environmental factors. Second part of the paper is dedicated to a comparative analysis of the REDI index calculated for Italian macro-regions and Romanian ones. Finally, several on field researches are utilized in order to analyze the characteristics of Italian entrepreneurial situation.

Civil company and family–work harmonization

Abstract: The problem of family-work harmonization is increasingly being debated at political, social, economic level because it is strategic for the future of both family and company. In fact from working conditions depends the ability to provide adequate household income, along with a good quality of life for all its members (even though family economic well-being is not very often associated to family happiness). The benefits of happy families are reflected in turn also on the growth of a given territory, because families (primary social capital) contribute to collective social capital (secondary social capital), which is strategical for the development of an area. Then it is important that companies undertake, in a way consistent with their own financial and organizational resources, the creation of corporate welfare, serving as a bridge between business and family and helping the harmonization of the two spheres and the recomposition of their complicated relationship.

Projects in heritage tourism development: An integrative approach

Abstract: It is not new that cultural tourism, based on heritage elements, represents a strategic orientation for the economies of many countries, including the emerging ones. The problem that prevalently occurs is the operationalization of this strategic direction and finding the most appropriate ways to generate sustainable initiatives in this field. For the touristic valorisation of the cultural heritage, extremely diverse projects are being initiated and supported. The success of these projects, seen in the light of the approach sustainability, is decisively determined by a series of correlated factors that can be customized for each project. Our approach is integrator and is based on the following information: the use of a multi-player model with the identification of the role and types of actions specific to each party involved; sequentiality, by taking into consideration the on-going stages of the project, the catalysts and their constraints; vertical integration, by analyzing in tandem the strategic, tactical and operational factors; the temporal comparative analysis by highlighting the evolution in time of the strategic pillars, the constraints and problems specific to the cultural tourism. Our study, based on a qualitative research, aims to highlight the catalysts and the main constraints in the operationalization of the development strategies of the cultural heritage tourism and the formulation of actions intended to support this process. The paper is structured as follows: highlighting in a comparative manner the strategic directions related to development of tourism sector, and especially for one of its branches – the cultural heritage, the main types of projects that sustain the development in this area, the analysis of relevant impact factors and the presentation of specific recommendations. The conclusions show the importance of a long-term, participative regulation framework in the touristic valorisation of heritage resources.

Characteristics of the labour market in Kosovo and Europe

Abstract: The level of economic development of Kosovo is reflected in a delay of many economic parameters in place which results even in the strangulation of the labour market as the biggest challenge in Kosovo. Would not mind that the most worrying aspect of the labour market in Kosovo is the high unemployment rate which reflects the numerous problems in Kosovo society. The labour market in Kosovo was consistently followed by a different set of anomalies which have led to the raising concerns of the Kosovo population which are reflected not only by the unemployed, but also the active part of the population which in the absence of functioning of the collective contract, failure of unions, low average wage and a series of violations of workers’ rights more and more is undergoing development gap in the labour market. Kosovo is the highest rate of unemployment in the region which is around 50%. And when we consider the composition of contingent labour, such as very young population which annually makes contingent labour increases in parallel with this also increases the rate of demand for labour and immigration as the feature itself, then the approach should become much more serious. The statistical data show that unemployment is the highest in young persons (16-24 years), this age includes about 40% of the total number of unemployed. Also, the unemployment rate appears too high even to women though are not very active. Viewing these data mean that unemployment in Kosovo is mostly a long term and it is estimated that about 80% of the unemployed are long-term unemployed for more than 12 months. This condition appears as unemployment will remain for a long time the main challenges of the economy and society in general.

Using fuzzy numbers in factors evaluation development of livestock farms in North-East Romania

Abstract: The attention given to the cattle/ cow breeding and exploitation derives from the capacity of producing one of the most important and complex food: milk and dairy products. Generally, animal breeding and particularly, cattle breeding come with serious structural issues due to the excessive fragmentation of the property, low levels of productivity and last, but not least, to the high values recorded by the self-consumption within the farms. All these difficulties were mirrored by the dramatic decrease in the livestock registered between 1990 and 2013, from 6.3 million to merely 2 million cattle. However the dynamics of milk production recorded values inversely proportional to the livestock dynamics as the medium production obtained increased from 2.063 l per cow fed in 1990 to 3.529 l per cow fed in 2013.

Particular aspects of consumer’s satisfaction regarding tourism products

Abstract: The paper provides an overview of consumer’s satisfaction regarding tourism products. Doing particular research in this distinct field of consumption is necessary because the standards of holiday and travel consumers (expected quality) are achieved in the absence of the actual product, depending on the providers’ forms of presentation, travel guides, on-line sites, the impressions of other persons, the reputation of “fashionable” destination and, to some extent, depending on the affective and cognitive abilities, the personal and social values of the tourists, their culture, their previous experiences and consumption symbolism. The subjectively perceived quality regarding a consumption experience only partly depends on the objective quality. In this paper the authors aim at: (1) completing the issues related to the satisfaction survey, customizing them for the field of tourism; (2) achieving a consumer satisfaction rating scale for the field of tourism, (3) completing the research process regarding consumer’s satisfaction regarding tourism products by using a mix of methods, namely: The Method of Attributes – Consequences – Values analysis (ACV), based on the idea of the hierarchical organization of elements that contribute to achieving satisfaction under the form of means goal linkages; Lickert Scale type Analyses; Analyses based on the regression and correlation method; the Interpretation of the achieved results by using the Tetraclasse model. The theoretical and practical analyses, as well as the results presented are intended to induce the fellow researchers to approach and refine the studies regarding consumer satisfaction for the particular field of tourism.

Public transport, the key for tourism

Abstract: Public transport in rural areas is a crucial point for making there more lively and of course, from a touristic point of view, more attractive and accessible. Nevertheless, with the economic crisis, tourism is a key factor for many subsistence economies. Before, it was an extra complement for home economy but now we are more aware of the possibilities of this activity, not only as an income but also as a tool for creating the external image of the region. Many people before moving to a territory come as tourist, so the territorial marketing is a key for achieving more and more inhabitants. But not everyone has a car, some people, and special targets, as youngsters, elderly people, disable people… that need special attention for making their life as normal as possible. The access of mobility is one of the flagships of the Provincial Government of Teruel, and this is the reason why we are involved in Move on Green. An INTERREG IV C project that study the situation of the transport and Best Practices in 12 mountain territories spread in 10 European countries taking in to account the environmental point of view of the practice.

Even with a low key presence on the social media sites and without sophisticated content a specific region can gain an identity and recognition. Rural tourism operators do not dispose of a great budget allocated for such activities and in many cases they do not offer internet services, but with the help of tourism bloggers and reviews an increase in acknowledgment of the touristic destination is possible. Perspectives on sustainability of the European welfare state

Abstract: A current dimension of seminal welfare state problems is the fiscal crisis, the situation when the budget of a country becomes unsustainable. From this perspective, the European crisis pertains, first of all, to durable development and the solution seems to be the reduction of expenses. The dilemma of the governments is how to limit the negative consequences of this reduction, along with meeting the needs of protection and improvement of social policies. In the present paper, we intend to conduct an analysis of the deprivations faced by the population of EU countries and some of the limitation measures which have or should have been adopted by national governments. In addition, we intend to check whether there is a link between social protection expenditure and labor productivity in the states taken into account and provide an interpretation of the results, if possible, oriented towards the old continent’s economic sustainability.

Exploring the mediating role of perceived quality between online flow and customer’s online purchase intention on a restaurant e-commerce website

Abstract: The aim of this paper is to explore the relationship between online flow, also called optimal experience, perceived quality of a restaurant e-commerce website, and customer’s purchase intention. First, we reviewed flow, perceived quality, and purchase intention studies in the literature, and proposed a conceptual model of the hypothesized relationships between our variables. Afterwards, we identified in the literature measuring methods and scales for online flow, perceived quality and customer’s purchase intention, and ran a reliability analysis. In order to study the relationship between the variables from our conceptual model, we used a qvasi-experimental design. The first phase of our study consisted in selecting a restaurant e commerce website: www.pizzeriaalila.ro, and establishing a task scenario. Second phase involved data collection. We sent 3200 emails containing an invitation to participate to study, through an email marketing platform. The sample used was nonprobabilistic. The opening rate of emails containing the invitation was 28.5%, with 8% click rate on the link to participate to our study. At the end of this second phase, July 15, 2014, we received 210 answers, thereof 132 were valid. Multiple regression analyses were conducted to assess each component of the proposed mediation model. Results of the mediation analysis confirmed the mediating role of the perceived quality of an e-commerce website in the relation between online flow and online purchase intention. Finally, we discuss conclusions and limitations of our study.

Abstract: This article provides a retrospective and a summary of the convergence of Romanian economy to the model of the European economy, from the transition to a stable market economy, through the pre-accession period, and also the post-accession to the European Union since 1 January 2007, with the declared intention of eventually joining the euro space or area. The retrospective is accompanied by an instrumental-statistical or reasoned introspection based on key indicators. Tourism, and especially its seasonality, is analyzed from the angle of their present and future impact on the national economy. The conclusions highlight the need for programs and policies meant to promote tourism development and diminish the seasonal character of tourist activities, with a higher contribution of mountain and rural tourism.

The structure of the traditional components of the new rural tourism products: Their impact on the tourists’ behavior

Abstract: Rural tourism is presented to us as an economic activity with important particular characteristics in terms of the tourism services offers. It can be said, without fail very much, the fact that, in this area, a real competition does not exist almost at all. The provider of such services is not able to offer services that meet the quantitative, qualitative or structural level of the services offered by other tourism services operators in the region or outside it. The source of these differences is represented by the set of individual, local or organizational particularities. In this diversified structure of tourism products, an important share is held by the traditionalist component that is often the element of differentiation and attractiveness on the specific market. However, some contemporary tourists, although they state that they prefer these services with a high degree of originality and local specificity, they have the tendency to choose those tourist establishments that offer modern accommodation conditions, a well-known gourmet menu and modern entertainment and leisure services. In this study, we aim to identify the extent to which traditional rural tourism products may or may not be preferred by those that include an important component of modern tourism services. We also want to highlight those specific traditional components that have a major impact on the behavior of tourists.

Fair-value accounting: Between innovation and need

Abstract: This article deals with the changes that occurred in accounting in the recent period. Although the transformation has taken place in a slow pace, it is still evident. One of the main factors that contributed to it is the globalisation. Mainly, capital markets have an increasing importance nowadays, because companies tend to reach funds from investors all over the world. Starting from ideal models of accounting systems proposed by Müller (2013), defining features of each system are described. As we are talking about an ideal system, it is obvious that deviations from it are allowed, and this could be subject for further research. Taking the described classification, one could notice the preference of the accounting regulators for the fair-value accounting, which is also accused for exacerbating the downturn of capital markets in the recent global financial crisis.

Favorable corporate reputations are intangible assets that offer a strategic competitive advantage to firms, explaining the relationship between reputation and profits. A new paradigm appeared while considering this dependence: does corporate reputation lead to value creation or does profit come first? Researchers investigated if profit is a cause or an effect of a good reputation, but opinions are different. This paper illustrates how a good reputation can increase a company’s performance by offering an overview of existing studies in the field.

Development of quality assessment models using trapezoidal fuzzy numbers with associated indicators

Abstract: Developing evaluation methods for the service quality has become a priority in the society based on knowledge. In this article we will focus on the assessment process of service quality. Both declaratively (political assumptions, image promotion, etc.) and in an assumed manner (by laws, methodological rules, quality standards etc.), the quality of social services is a constant concern for the managers of the knowledge-based organization, and it directly concerns all the service providers and the beneficiaries of these activities. There is a debate within the knowledge-based society, concerning the fragile limit between what can be standardized and regulated. From this point of view, the link between the need for nuancing in the assessment process and the degree of perishability of the quality features is straightforward and intuitive. By using the fuzzy numbers, we attempt to enrich the portfolio of instruments which can be used in the evaluation process of the services quality.

The accuracy of macroeconomic forecasts based on Bayesian vector autoregressive models: Comparative analysis Romania – Poland

Abstract: The aim of this research is to make predictions for macroeconomic variables like inflation rate, unemployment rate and exchange rate for Romania and Poland using BVAR models. The one-step-ahead forecasts cover the horizon 2011-2013. Direct forecasts were developed using three types of priors for data covering the period from 1990 to 2012: Minnesota priors, non-informative priors and natural conjugate priors. The forecasts’ accuracy assessment based on generalized forecast error of second moment put in evidence the superiority of Poland’s predictions based on a BVAR(2) model, compared to Romania’s ones based on a BVAR(4) model for differenced and stationary data series. For inflation rate the forecasts are rather inaccurate, but for Poland the Minnesota priors and for Romania the non-informative priors determined the most accurate predictions for unemployment rate and exchange rate on the horizon 2011-2012. It is very likely that these types of priors generate the best forecasts in 2013.

Rural tourism: Experiences of Croatia

Abstract: Rural tourism is an important factor in the activation and sustainable development of rural areas. Its importance is primarily reflected in the very important interaction between agricultural production, production of traditional products, conservation of cultivated landscape, presentation of traditions and cultural specificities, traditional gastronomy and tourist services, and the use of existing resources. It helps to preserve the local identity, tradition and customs, protecting thus the environment, strengthening the indigenous, traditional and organic production, and supporting the development of rural areas based on sustainable development. Rural space in Croatia occupies 91,6% of its surface and is characterized by a large geographical and social diversity, which is a huge potential for rural tourism. Rural tourism in Croatia, as a special form of tourism in rural areas, which with their natural and cultural resources are base for the development of quality tourism offer, began to develop in recent times and it has less importance than the maritime tourism. This paper provides an overview of the current state of rural tourism in Croatia: distinguishes and analyzes prerequisites for its development, presents and comments state, facilities and capacities, and tourist traffic of rural tourism in Croatia, and proposes ways for its further development.

Ethics in marketing

Abstract: The consumption is a mass phenomenon whose evolution is closely related to the economical and social evolution. During the past decades unprecedented changes took place regarding the share of the volume of products/ services in the structure of the consumption, the means of information and their acquisition, the elimination of the national borders constraints due to globalization, e commerce, e-marketing, internationalization of production and consumption. Under these conditions of global competition, the necessity of monitoring the observance of the ethical principles of marketing, in the current practices of informing the potential clients, of promoting the products and services, popularizing the offers etc, have led to the appearance of consumer protection associations and of goverment bodies which have imposed an ethical code and a legislation for the protection of the fundamental rights and liberties of the citizens as consumers. The Romanian legislation is currently harmonized and consistent with the one protecting the consumers of the European Union. But the problem of respecting the ethical principles in commercial and marketing practices is deficient in Romania, where the rules are often violated. The article presents the legislative harmonization of Romanian consumers’ rights protection, and a case study regarding the observance of ethics in marketing practices and commercial activities.

Worldwide trade policies for the cultural sector

Abstract: The international cultural trade is a topic that causes hot disputes between countries and even integrationist organizations. The main cause is the different approach toward the value and the role of the cultural goods and services. On the one hand, there is the protectionism, supported by Canada and France, which demand movie industries, broadcasting and magazines to be treated separately from the other services, because an uncontrolled external flow could damage the national identity. On the other hand, the American liberalism promotes the idea that these products and services have to submit to the general trade agreements because an additional intervention would infringe the free competition, that is one of the main principles of a capitalist economy. The two main international organizations that regulate the cultural trade, from different points of view are the WTO and UNESCO.

Romania’s regionalization project

Abstract: Article 235, paragraph I of the Treaty of Rome provide insight for reducing disparities between the regions of the Member States. The Maastricht Treaty introduced the concept of economic and social conditions that have to be met by those who receive financial aid from the European Union, in order to alleviate regional disparities. The Regional Policy is a common policy developed by the European Union. The E.U. is the strongest international regional organization to date; regional disparities have increased after the enlargement towards Central and Eastern Europe. Common regional policy means the transfer of competence in terms of economic and social development, from central to local level. Romania is facing the most serious regional disparities in Europe and seeks to mitigate their needs of capital inflows or foreign investment, funding from foreign banks, foreign workers from abroad through European funds. Due to the current economic and financial crisis, the only solution is the absorption of European funds. For efficient absorption of EU funds it is necessary to complete the process of regionalization, meaning the division of the country in 10 region, one of which is Sibiu region.

On justification of legal decisions: Efficiency or correctness?

Abstract: Certain epistemological, logical and social problems of the justification of legal decisions are analyzed in this paper. The thesis is upheld that their efficiency is more important than logical correctness or objective truth – with efficiency having procedural, moral and economic dimensions. There are two main types of legal decisions – establishment of empirical facts and classification of actions under certain norms. The establishment of empirical facts is faced up with the problem of objectivity of knowledge. Certain specific features of judicial knowledge make it differ from scientific knowledge. There exists an objective duality of institutions of judicial evidence and legal decision-making. The search for material truth is its main task according to the rules of procedure. It relies on established empirical facts and not only on interpretation and language context. But it is possible to have a logically correct decision that is not truth. The results of court proceedings come up as arguments in a reasoning game. Objective truth and creativity are indispensable in the court game. It is impermissible to go beyond its rules: they are enacted in texts of law. Some arguments are forwarded saying that court cases have not only one correct decision. Several competing correct (“right”) solutions can be in clash in a given court game within a framework defined by existing rules of procedure. Very important is the economic aspect of a case – it can be successfully analyzed by means of the decision theoretic methodology of the Law and Economics School.

The relationship between economic development and fertility in Romania

Abstract: The economic, social and the demographic evolution of Romania is part of a larger picture that includes a number of Eastern European countries of the former communist bloc. Typical for them is not only economic and social transition process caused by the fall of communism, but also a process of demographic transition that is characterized by a negative natural growth, decreased fertility, demographic ageing. Studies have tried to highlight different explanatory theories for this decline, and the nature of the relationship between evolution of economic development and demographic evolution. In this study we intend to analyze causality relationship between economic growth and fertility in the last 22 years in Romania. The empirical study aims to study the existence of a long run relationship between the two phenomena, and using the Granger method to highlight the type of causality between economic growth and fertility. In addition, if we add the unemployment rate, we want to analyze the existence of cointegration relationships for all three variables, to test the hypothesis that the economic and social transition has an impact on fertility. The empirical results show a relationship between fertility and economic output and between unemployment and fertility also, and support the hypothesis of demographic developments in Romania in accord with the theory of demographic transition, which however takes into account the socio-economic context of a country in the transition process.

General characterization of rare earth elements

Abstract: For the first time in economics use this phrase “rare earth economics” as a border discipline, which is holding up the subject of the Economy as General Science, to the subject of this new frontier scientific disciplines – rare earth economics – studying production, distribution, circulation and consumption of earth rare. This border is a science derived from Economics, whose object of study is rare earth production and use economy. On the Planet, over a quarter of new production technologies using rare earth economic goods, which are also called critical minerals and industries that rely on precious items worth an estimated nearly 5 trillion dollars, or 5 percent of world GDP. In the near future, competition will increase and local economic competition for control of rare earth minerals embedded in high-tech products. Rare minerals are in the twenty-first century what oil accounted for the twentieth century and coal XIX century: the engine of a new industrial revolution. In the periodic table, created by Russian scientist Mendeleev, you can see the position of rare earth – they occupy places from 57 to 71 of Table. Rare earth metals are a group of similar properties that include scandium (21Sc), yttrium (39Y) and 15 lanthanides, all chemicals are not rare, but highly reactive.

Verbriefung von Forderungen: Abgrenzung der ABS zu traditionellen Finanzierungsformen (Asset securitization: Difference of asset-backed securities to traditional financing methods)

Abstract: Financing through securitization can be seen, most probably as one of the most important financial innovation in the second part of the last century. Explained in simple words, securitization allows depository institutions, finance companies and other non – financial institutions to obtain liquidity from non – tradable assets they own, that otherwise could not be sold in liquid markets but would remain on their balance sheet until their maturity. Within the securitization process, a company partially “deconstructs” itself by separating certain types of illiquid assets from the risks generally associated with the owning company and is able to obtain funds by using these in the capital markets at a lower cost, than if it could have raised the funds directly by issuing more debt or equity. This technic allows for credit to be provided directly to market rather than through financial intermediation. This article shall emphasize from theoretical perspectives the major differences of asset securitization to other similar traditional financing technics, especially to factoring, forfaiting and Pfandbrief. Factoring, traditionally used in the textile industries, and forfaiting, just like securitization involves a sale of receivables in order to generate cash. However, given the superficial similarities between these financing methods it is very useful to compare them and understand when each applies. In certain circumstances, the principles used in securitization and factoring may be even combined in order to obtain even lower capital than through either the innovating securitization or old line factoring.

Abstract: In the last period one can notice a high incidence of substance abuse (substance addiction) cases both in Romania and in other countries, becoming a problem to the modern society. Persons with substance abuse require long and expensive medical treatments, which are not always effective and do not guarantee the success. The new tools specific to the New Public Management and already functional in the US and Western countries must be implemented also in providing the social and medical services in Romania: co-production in public service and “health in all” collaboration. This article provides a brief overview of the importance of these new tools in the health system and points out the possibility of the adoption of the co-production through virtual communities of students process on the post-treatment services for people with substance addiction from our country.

Moreover, in the context of the new economy, power is held by those who own information, acquisition, possession and appropriate use of knowledge being the cornerstone of this new type of economy. In this economic ecosystem have emerged “cognitive domains” in which ideas are worth billions, while products cost less.

Unemployment: A multidimensional dilemma of Romanian economy in transition

Abstract: Unemployment is a macro-economic and social imbalance state that occurs in a state economy, and adversely affect the available working population, they could not ensure a job. According to the findings of the International Labour Organization (ILO) is defined as unemployed anyone who has more than 15 years, is able to work, not work, is able to perform an employee or otherwise and is looking for a job. With contemporary unemployment is considered a major national labor market imbalance between global demand and global supply of labor. Types and causes of unemployment are currently highly controversial. As macro-social phenomenon of the Romanian economy, the most widely accepted causes of unemployment generators are grouped by specialists, in causes of balance and causes of imbalance. Measuring unemployment involves taking into account the intensity and evaluation of its duration. After level reached, unemployment can be expressed in absolute figures by a number of unemployed and by the unemployment rate, relatively. Current statistics considers it’s possible to decrease the unemployment figure from 6.6% in 2011 to 5.8% in 2012. The cost of unemployment in the economy and society is very complex and comprehensive, because it leads to a significant waste of labor resources, it reduces the intensity of economic development and decreases state revenues by increasing spending on social protection and maintenance of the unemployed population, so unemployment population is demoralized. Therefore, to reduce unemployment steady state will have to apply a policy of protection and rational employment of workers by introducing measures for effective management of human resources aimed at the overall economic recovery. Only in this way, it may provide labor flexibility through the adoption of proactive programs, medium and long term prospective. Relevant analysis of the problem of unemployment through the existing economic imbalances leads us to conclude that balanced economic and social development can not necessarily be accompanied by doing away with unemployment, but that it could create the favorable conditions under control.

An econometric efficiency analysis for Romania’s trade partnerships with the EU member states

Abstract: The objective of this paper is to conduct a study on the effectiveness of international trade between Romania and its EU partners. The approach on efficiency is an econometric one, by estimating a stochastic frontier of efficiency, frontier that results from decomposing the modeling error of a gravity model. The analysis results will highlight the most effective and ineffective partnerships in foreign trade for Romania, among the EU members. To estimate the stochastic frontier efficiency for the trade partnerships we used as endogenous variable the ratio between imports and exports, weighted by the size of trade flows with the partner country in Romania’s total trade flows. As exogenous variables we used the classical gravitational variables, GDP of the partner country and the square of the distance between the capitals of the two partner countries. Efficiency scores are calculated for each partnerships using a cost function that aims at assessing trade efficiency by minimizing imports compared to exports. Partnerships have been ranked according to the obtained efficiency scores. The most effective partnerships as ratio between imports and exports are those with Hungary and Austria.

Qualitative assessments and optimal decision under uncertainty using rectangular fuzzy numbers

Abstract: In crisis situations, uncertainty emerges as a distinct phenomenon, in which case we face both the ineffectiveness of most theoretical models of decision-making and the inaccuracy and incompleteness of available information. It is therefore necessary to intensify theoretical efforts and to apply interdisciplinary approaches and transfers of methods in order to construct a set of procedures and techniques that should contribute to curbing this phenomenon in decision-making processes. The transition from the state of crisis to the state of opportunity becomes the ground on which technocratic, structural, cultural and political approaches make a difference in managing. The qualitative analysis of the level of uncertainty provides an optimal insight into the best management techniques and methods that may contribute to achieving development objectives under crisis conditions. To conduct such an assessment process, we propose the use of rectangular fuzzy numbers. In this paper, first we develop a personal analysis of the notion of rectangular fuzzy numbers with an associated variable center of gravity and specific mathematical operations. Our research continues by the theoretical and applicable development of the optimistic method (max-max).

Demographic transition and economic growth in Romania

Abstract: In Romania, the phenomenon of demographic transition has been present since the second half of the last century, having certain features also met in the developed countries: the drop in fertility, the increase in life expectancy, the decrease in infant mortality. After 1990, the phenomenon of demographic transition has been emphasized by the effects of society’s transition from the communist model to the market one. Besides the two coordinates which are specific for the demographic transition, the drop of fertility and infant mortality, the demographic behaviour of Romania also presents features encountered only in the countries from the former communist bloc: the increase in mortality and decrease in natality, which have led to a negative natural growth, the registration of a negative migration increment, the decrease in nuptiality. All these have triggered the continuous population decline from one year to another and the accentuation of the phenomenon of demographic ageing. The crisis of demographic transition in Romania has important economic and social consequences, both in the present and in the future. The goal of this paper is to highlight the determinants of demographic transition in Romania and to assess its effects on economic development by means of an econometric model.

Classifications of foresight methods

Abstract: Foresight exercises and programs are a formal process of applying a sequence of methods. Classification of these methods is useful to specialists, academics and practitioners, in choosing an appropriate mix of methods used in foresight process. In this article we take a brief review of the main classifications of methods of foresight. In the first part of the article are presented information on stages and generation of foresight processes. The author proposes a new definition of foresight and a new classification of foresight exercises according to a given goal. In second part are summarized the main simple classifications of the foresight methods used in literature. In the third part of the paper we will be presented three complex classifications of foresight methods. The article will conclude with a cluster grouping of the foresight methods based on their role in each stage of foresight and on the type of technique used.

Competence management

Abstract: Competence management represents the main component of human resource planning in the contemporary age, and is viewed as integral to employment relations (Parlier, M., Masson A., 2004). It constitutes a relatively novel approach in human resource management and is simultaneously ambitious and demanding. The issue of competence must be tackled both from the standpoint of the organisation and also individually, at employee level (Merle, V., 2003). Competence is a dynamic notion, which must be approached at three levels: individual, collective and organisational (Dejoux, C.,2001). The article outlines the results and conclusions of a survey aimed at assessing competence-based approaches in 30 Romanian firms (based in the North East region), employing 11575 persons. The research was conducted during the period 1 March–15 April 2010.

China’s rare earth trade analysis

Abstract: In current times, eco trend is promoted in all areas, therefore finding alternative energy sources is required. Most modern technology that does not harm the environment is based on different amounts of Dysprosium, Terbium, Neodymium, and so on. Solar panels, wind turbines, hybrid cars and many other electronics such as televisions are using such elements. Respecting the principles of free trade, countries such as Japan or the U.S. imported from China large quantities of rare earth to pursue technological progress. However, quantitative restrictions as export quotas imposed by this country stirred panic in the world, determining Chinese rare earths dependent countries to find other sources of supply, difficult to detect and at higher prices. China’s actions are viewed with suspicion globally, because are hiding the true goals that China would like to achieve, among which is to be the main exporter of technology, or to “tempt” largest companies specializing in technology on Chinese territory to be closer of the source of raw material. But is China’s trade with rare earths effective and profitable? Will China become in the next 15 years the greatest technological power?

Romanian consumer: From the communist-era brand to the capitalist-era brand

Abstract: Before 1989, the brands have known a limited and imposed development. Along with the transition to capitalism, these brands have also undergone a transaction in the property of other persons (either natural or legal). The desire of new owners to positioning communist brands on the capitalist market involved adapting to new market rules. In order the products be promoted, creative ideas that change the original image products have been proposed. There have been changes in the packaging, slogan or even name of the product. The attempts of rehabilitation and placement of brands in the new socio-economic context have shown that several features acquired by the product during the communist period contribute to the product pulse of life, and denying them would mean failure of the product. Marketers have noticed some behavioral trends manifested in a capitalist economy by the consumer who in the past has experienced the communist regime. They talk about the existence of a nostalgic feeling of the people who lived in a communist regime. Such a nostalgic feeling makes the consumer to choose (from a wide variety of offers available for a category of products) particularly the product used during the communist era, due to the memories that are related to that product. Demonstrating the influence of nostalgia on customers consumptional behavior provides an important resource that can be exploited by marketers in the product marketing strategies.

International trade of the European Union’s countries: A comparative analysis

Abstract: This paper’s main objective is to comparatively identify the groups of EU countries that have similar characteristics regarding the international trade performance indicators, for 2007, before the economic crisis burst, and 2009, the lowest point of the economic crisis, when the international trade suffered the most important decline in export’s volume according to the World Trade Organisation (WTO) report on International Trade in 2010. Using the factorial analysis, we construct an international trade map for 2007 and 2009, and we evaluate the differences between the two moments and define profiles for the aforementioned years. The paper is structured into 2 main parts. The first part deals with the data and methodology used, and in the second part we present the analysis to which we identify the similar groups of countries in terms of international trade performance and, then,we present the 2007 and 2009 trade profiles based on the international trade statistics provided by the main specialised institutes.

All this because Romania is the country with the largest potential in Europe in terms of rural tourism development, both as an important source of income for investors and for the country’s budget. Therefore, at present, increasingly more people with entrepreneurial spirit and began to glimpse the potential benefits of practicing rural tourism. Existing supply is now quite varied, from the types of accommodation to location. But there are a few things missing from the landscape, to make rural tourism in Romania can become what can and deserve.

Epistemic analysis of methods using elementary triangular fuzzy numbers with associated indicators

Abstract: The current scientific research is characterized by an advanced specialization, emphasis on increasing fragmentation of research topics. In these conditions, the most results have a low degree of comparability and complexity of the subject studied is drastically reduced. In this paper we propose an epistemic approach of the main methodologies for the quantification using triangular fuzzy numbers, emphasizing the possibilities of knowing the limits and influences entailed by the use of current techniques and the theoretical contingencies. Coping strategies: Modern solutions for increasing the efficiency of highly professionalized human resources

Abstract: The purpose of this study is to analyze the importance of coping strategies on the perception of occupational stress and staff satisfaction with the organization within a stressful environment like that of a military-type of organization. In the theoretical part of this study we have addressed the following issues: organizational usefulness of personal coping strategies in human resource streamlining process, the role of individual characteristics in coping development and the manner of designing / strategic use of the coping. The main objectives of this research are: 1) analyze the perception on occupational stress in the military employees depending in their coping skills development and 2) assess the impact of coping upon staff satisfaction with the organization. For this study we have used 60 subjects (executives in the same department) and organized them into two groups of 30 subjects each. For the first group we have held for one whole week daily training and coaching sessions on coping strategy design and application. Two weeks after the last training session, subjects of both groups were assessed by means of the occupational stress indicator, which has been adapted to the purpose and the environment covered by this research, with observations collected and analyzed in terms of frequency and correlation for each group. The comparative analysis of the observations obtained from the two study groups (trained and untrained) has revealed that the use of coping strategies will lower the intensity of personal and occupational stress while increasing satisfaction with the organization, leading to increased ability of the staff to concentrate and act. The study of coping skills in an occupational environment characterized by diversity of activities, extremely high expectations and the large size of the organization enables the formulation of conclusions regarding the influence of personal coping strategies on demanding and highly professionalized organizational environments.

Euro zone countries are considered to be the best export base, attracting a larger number of companies from neighboring countries. Euro area enlargement and better integrate it, in addition to allowing firms to diversify their operations to lower marginal costs, also tend to be more closely associated with competition and thus a higher variety of products, higher productivity and lower prices.

Impact of global economic crisis on international and national turism

Abstract: The economic crisis is one of the most important events of the last period and it was felt in every economic sector of each country. Tourism, as an important sector of the economies, was affected too. Lack bugets made hole in the economy, population has dropped resigned and expensive trips or long vacations. Such revenues began to decline. We present in paper a top job of countries that have experienced crisis in the tourism sector, making the current fall in income to foreign tourists, but also a ranking of countries remaining interest news, such as France or Italy, which recorded continuously an explosive number of tourists. As for Romania, we could only appreciate how expensive it is a brand of tourism, lack of promotion originialitate and inadequate, making a comparison with the beauty of the country, which leaves the impression that there really are unique travels, wild places and experiences full satisfaction. We tried to outline all aspects of tourism attributes on global economic crisis, hoping to make it available on.

Approach regarding the influence of business ethics on corporate governance

Abstract: We may affirm that there is a cost for those who choose to live ethically in the midst of a world where fraud, tampering, theft, industrial espionage, corruption, bribes, conspiracy, tax evasion, embezzlement and unfair competition proliferate. The issue of business ethics has gained great relevance today, not only from research or journals that have proliferated views on this subject, but also because the economic and business reality itself shows it almost daily in the media. Both from the political and economic perspective, social responsibilities, the headlines on benefits due to fraud, bribery, corruption, privileges, unfair competition, have had as a result in many European countries the claim that somehow a stop should be put to these problems, which have irrupted heavily for several decades. Business ethics need not be a brake on economic benefit of companies, but it gives the business organization, even by using an Ethical Code, the social legitimacy it needs to be able to operate on the natural and business environment. The attitude of a company’s senior management that reflects the observance of the business ethics both by the managers’ own actions and by the policies applied within the company, by the decisions that are made, and the tasks that are set, by the adopted policies and the way in which the disciplinary sanctions and regulations are highly important for a clear grasp of the role played by ethics in business and regarding the good functioning of an organization.

Why foresight? The impact of resource consumption and technology on the ability to foresight the future

Abstract: In this article we attempt at providing evolution of the resource consumption (RC) which meets the needs of a modern society. In analyzing the impact of resources consumption and technologies to meets the needs, over the possibility of anticipating the future is necessary to establish patterns based on past information. On those information, we can say that RC evolution between the α and Ώ moments follows a logistic curve. Based on the graphic representation of the RC evolution, we can identify four different phases, with specific characteristics. Each phase will be the basis for building a pattern of RC evolution. For each of the four patterns we analytically present the risks of performing an exercise of future’s anticipation. The analysis indicates that currently, the forecasts lose representativeness and becomes less important compared with the foresight. The foresight, through its features, answers much better the needs to anticipate the future evolution of the society, compared to the forecast. Foresight exercises are offensive compared to the defensive nature of forecast exercises. The foresight exercise specialist is not just a spectator to the evolution of the phenomenon, as in the forecast’s case, but is involved in making and implementing decisions. Foresight exercises, although not able to generate accurate projections of the future, will help to correlate the current technologies with the future needs of society.

Abstract: Organizational change can be considered a genuine moment of evolution and development of the entire organization and decision of change is closely related to the company’s mission, the objectives that wish to achieve in order to ensure their competitive advantage. At the same time, information and communication technologies as well as growing competition, changes in both production methods and organizational structures of companies. New forms of organization and management models based on different concepts and skills involving clear needs of employees with new skills, new roles, behaviors and values. It appears, therefore, a new culture of the organization.
